OURS-Winnipeg presentation at Jan 27, 2022 Council Meeting Re Surplus of Blumberg
John Blumberg Golf Course
Under new management since 2017, Blumberg’s golf course use and revenue is rebounding
Public golf courses are affordable and accessible, particularly for seniors and children, offering social, physical, and mental health benefits with golfing in summer, and cross-country skiing and snowshoeing in winter
40 unused acres allow a rare opportunity for a new walking park along the Assiniboine River.
Public access to rivers is something that every major city in Western Canada enjoys and that the City of Winnipeg is seriously lacking!
Saving the Environment
Large greenspaces like Blumberg are green infrastructure and must be part of our strategy to adapt to the climate change crisis; they are proven approaches for reducing climate risks such as flooding and rising temperatures, provide storm water retention and clean air, and that will provide significant long term cost savings
Blumberg also maintains biodiversity by providing necessary habitat for wildlife and endangered species, habitat for loggerhead shrike.
The Pandemic has shown that our current park lands, nature corridors and natural areas are highly valued by the residents of Winnipeg and more are desired
Fiscal Responsibility and Vision
At 6%, the City of Winnipeg is well below the national average of 9% for urban parkland; the sale of John Blumberg will have a negative effect in bringing Winnipeg into line with other Canadian cities
City Council unanimously approved in principle the purchase of an additional 1,000 acres of greenspace; it makes no sense to start the repurposing study process with selling land that is already owned by the City
The 200 acres of the Blumberg golf course were purchased for $1,000/acre in 1964, and will be sold for a short term infrastructure deficit; the City will pay significantly higher prices for any new small green spaces available around the city
The largest planned growth of the city will be in the west, which will make Blumberg easily accessible for the newest residents of our city
Blumberg, like Little Mountain and La Barriere, are city owned parks outside the city limits that provide needed greenspace for present and future residents of Winnipeg and the province
We need long-term vision for our citizens!
